UC47 form: what replaced it and how to get Universal Credit paid directly

The UC47 form no longer exists. The Department for Work and Pensions withdrew it in May 2020 and replaced it with the Apply for a Direct Rent Payment service, the online application landlords now use to request a Managed Payment to Landlord (MPTL), a rent arrears deduction, or both. Hundreds of landlords still search for the old form every month, usually at the exact moment a Universal Credit tenant's arrears start mounting. This guide covers the process as it stands in July 2026: when you qualify, how to apply, your tenant's right to object, and what a managed payment does and does not fix.

What the UC47 form was and what replaced it

The UC47, formally titled "Landlord request for a managed payment/rent arrears deduction", was the paper and email form landlords used to ask DWP to pay a tenant's rent directly. DWP's LA Welfare Direct bulletin of May 2020confirmed its replacement by the digital service, and every route to submit it has since been closed. Copies of the PDF still circulate on form-filler websites, and completing one is wasted effort, because there is nowhere to send it that will process it.

The current position is simple. Private landlords, and social landlords whose tenants are not on the Landlord Portal, apply through the Apply for a Direct Rent Payment service. Social landlords appointed under the Trusted Partner scheme request managed payments through the Landlord Portal instead.

When you can request a managed payment

A managed payment redirects the housing element of the tenant's Universal Credit award to you instead of them. It is one form of Alternative Payment Arrangement, and DWP treats it as the priority form because it safeguards the tenant's home.

Under DWP guidance updated 3 December 2025, you can request one when the tenant has rent arrears equal to two months' rent or more, when they have continually underpaid over more than two months and accrued arrears of at least one month's rent, or when a tier 1 or tier 2 vulnerability factor applies, which covers circumstances from addiction and mental health conditions to recent homelessness. A tenant in that last category does not need to be in arrears at all.

One expectation to set before you apply: the payment redirected is the housing element actually awarded, not your contractual rent. Where Local Housing Allowance caps the award below the rent, the shortfall remains the tenant's to pay, exactly as it was before.

How to apply, step by step

  1. Gather the tenant's details: full name, date of birth, address, and National Insurance number if you hold it. The date of birth matters most, because DWP uses it to match your request to the tenant's claim.

  2. Prepare the tenancy figures: rent amount and payment frequency, any service charges, and an itemised arrears schedule showing due dates, amounts due and amounts paid.

  3. Go to the Apply for a Direct Rent Payment service and select what you are requesting: a managed payment, a rent arrears deduction, or both.

  4. Enter your own details, including the bank account the housing element should be paid into, and submit. The service sends the request securely to DWP, so there is no email or postal step.

What happens after you apply

An eligible request pauses the tenant's Universal Credit payment and starts a clock. The tenant has seven days to object through their online account, and a further seven days to provide evidence if they do. Since December 2025 that objection right applies to social sector tenants as well as private ones. There are two valid grounds: that the arrears are below the qualifying amounts, evidenced by rent statements or a rent book rather than bank statements, or that a formal disrepair dispute exists, evidenced by correspondence from you, the council, a solicitor or an advice organisation. If the tenant does not respond, the managed payment may still be applied.

A decision maker then either sets up the managed payment or refuses it, and notifies you both. A refusal notice will not tell you the reason, or confirm whether your tenant claims Universal Credit at all, because data sharing rules protect claimant confidentiality. There is no right of appeal, though DWP can review the decision if you provide further information.

Recovering the arrears already owed

A managed payment protects the future; it does nothing about the debt already accrued. For that, the same service lets you request a rent arrears deduction, taken from the tenant's standard allowance on top of the redirected housing element. Since 30 April 2025 the Fair Repayment Rate has capped debt deductions at 15% of the standard allowance, down from 20%, so recovery is slower than many landlords expect. On a standard allowance of a few hundred pounds a month, a meaningful arrears balance takes years to clear this way, which is worth knowing before you treat the deduction as a recovery strategy rather than a stemming measure.

Timing, and where a managed payment fits in 2026

Universal Credit runs on monthly assessment periods paid in arrears, so a managed payment lands on the tenant's payment cycle rather than your rent due date, and the first direct payment follows the next assessment period after approval. Applications themselves commonly take several weeks to decide. Both facts point the same way: apply the moment the trigger is met rather than waiting to see whether next month improves.

The financial management provisions of the Renters' Rights Act, in force since 1 May 2026, sharpened that logic. Mandatory possession for arrears under Ground 8 now requires three months' arrears and four weeks' notice, and arrears that exist solely because a Universal Credit payment has not yet arrived are disregarded. The two month managed payment trigger therefore arrives a full month before the possession threshold, and using it is now the main lever a landlord has in that window. Frequently asked questions

Is the UC47 form still in use?

No. DWP withdrew the UC47 in May 2020 and closed the email and postal routes that processed it. All landlord requests for direct payment of rent or arrears deductions now go through the Apply for a Direct Rent Payment online service, or the Landlord Portal for trusted partner social landlords.

How long does a managed payment take to set up?

DWP publishes no service standard, but several weeks is typical. The tenant's objection window accounts for up to 14 days of that, during which the Universal Credit payment is paused, and the first direct payment then follows the tenant's next assessment period.

Can my tenant stop the payment coming to me?

Yes, if they object within seven days and evidence within a further seven that the arrears are below the qualifying amounts or that a formal disrepair dispute exists. Landlords using August consistently find the objection stage turns on records: an accurate, dated payment history usually resolves an arrears dispute in whichever direction the facts point. Does a managed payment cover my full rent?

It covers the housing element the tenant is awarded, which for private tenancies is capped at the Local Housing Allowance rate for the area and household size. If your rent exceeds that rate, the tenant remains responsible for the difference, managed payment or not.
