Alternative Payment Arrangement (APA)

An Alternative Payment Arrangement (APA) is a Department for Work and Pensions measure that changes how a Universal Credit claimant receives their payment when they cannot manage the standard single monthly sum. DWP guidance, updated 3 December 2025, sets out three types: a managed payment of rent directly to the landlord, payments made more frequently than monthly, and a split payment between partners in a couple.

For landlords, the managed payment is the type that matters. The money in question is the housing element of Universal Credit, the portion of the award intended for rent. Under a managed payment, DWP deducts that element from the claimant's award and pays it straight to the landlord, and DWP treats it as the first priority among the three types because it safeguards the tenant's home.

When a managed payment can be requested

DWP will consider a managed payment when a tenant is in arrears equal to or greater than two months' rent, or has continually underpaid over more than two months and accrued arrears of at least one month's rent. A tenant does not need to be in arrears at all if one of the DWP's tier 1 or tier 2 vulnerability factors applies, which range from addiction and mental health conditions to a history of homelessness or recent eviction. Where Local Housing Allowance caps the support available, the managed payment covers the housing element actually awarded, not the contractual rent, so a shortfall remains the tenant's responsibility.

How a landlord requests one

Either the tenant or the landlord can request an APA. Landlords apply through the Apply for a Direct Rent Payment service, the online service that replaced the old UC47 form. Social landlords with trusted partner status can request one through the Landlord Portal instead. The same service handles requests for rent arrears deductions, which recover existing arrears from the tenant's ongoing award once arrears reach two months' rent.

The tenant can object

When a landlord makes an eligible request, DWP pauses the Universal Credit payment and gives the tenant seven days to object, with a further seven days to provide evidence. Since December 2025 this objection right covers social sector tenants as well as private ones. Valid grounds are that the arrears figures are wrong or that there is a formal disrepair dispute, evidenced by correspondence from the landlord, the council, a solicitor or an advice organisation. Screenshots of text messages do not count. If the tenant does not respond, the managed payment may still be applied.

What an APA means in practice

From working with self-managing landlords across the UK, the pattern we see is that the two month arrears threshold arrives faster than most landlords expect, and the strongest applications are the ones supported by a clean payment record. August's rent tracking flags missed and partial payments as they happen, so you know the moment arrears start building towards the two month threshold, and your transaction history is ready if DWP asks the tenant to evidence their payments. Since 1 May 2026 the Renters' Rights Act 2025 has made it unlawful to refuse an applicant because they claim benefits, which makes the APA the practical tool for managing payment risk rather than screening it out. Frequently asked questions

Is an APA the same as a managed payment to landlord?

Not quite. A managed payment to landlord (MPTL) is one of three types of APA, alongside more frequent payments and split payments. Because it is the type landlords encounter, the terms are often used interchangeably, but an APA can exist without any payment reaching the landlord.

How long does an APA last?

APAs are reviewed rather than time-limited. DWP typically sets review periods between three and 24 months depending on the tenant's circumstances, and a managed payment can continue across reviews if the tenant still cannot manage the single monthly payment.

Can a landlord appeal if a request is refused?

There is no right of appeal, because the decision is discretionary. DWP can review the decision if further information is provided. A refusal notice will not tell you why the request failed, or even confirm that your tenant claims Universal Credit, due to data sharing rules.

What replaced the UC47 form?

The Apply for a Direct Rent Payment online service. The paper and email UC47 process was withdrawn, though many landlords still search for it by the old name.
